Budget Analyst

Clearance: Public Trust U.S. Citizenship Required Job Description: This family is responsible for analyzing current and past budgets, preparing and justifying budget requests, and allocating funds according to spending priorities. Individuals in these roles analyze accounting records to determine financial resources required to implement programs and submits recommendations for budget allocations, recommend approval or disapproval of requests for funds and advise staff on cost analysis and fiscal allocations. Duties may also include consolidating the budget estimates of several organizational units and preparing a unitary budget itemizing production costs, for consideration and action by upper echelons of management. Managers set the specific duties and responsibilities for each employee). SCOPE: Responsible for financial and administrative activities such as budgeting, reporting and facilities coordination for a large organization and/or complex program. Performs budgeting and variance analysis. Prepares written and verbal reports to management regarding cost variances. Responsible for meeting reporting requirements as assigned. Receives assignments in the form of objectives and establishes goals to meet outlined objectives. Work is reviewed by management to measure meeting objectives. Directs established guidelines, procedures and policies. PROBLEM COMPLEXITY: Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Exercises independent judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions. IMPACT: Contributes to the development of organization's goals and objectives. Decisions or failure to achieve results may cause substantial delays in schedules. LIAISON: Regularly interacts with outside customers and functional peer groups. Interaction normally requires the ability to gain cooperation of others conducting presentations of technical information concerning specific projects/schedules. FREEDOM TO ACT: Normally receives no instructions on routine work, and general instructions on new assignments. May provide guidance to other personnel. LEADERSHIP AND MANAGEMENT: KNOWLEDGE/SKILLS AND ABILITY: Has the knowledge and experience to be able to handle unusual and seldom occurring job events with minimal assistance. May determine methods and procedures on new assignments, may serve in a lead role and provide guidance to nonexempt personnel.
